GUWAHATI, June 5: Four
members of a family, includ-
ing a minor boy, died in a dev-
astating fire that gutted an
Assam-type residential
house at Joymati Nagar in the
Jalukbari area here during
the early hours of Friday.
Two other fires were also
reported in the city during
the day — one in a restau-
rant at Six Mile on Panjabari
Road, destroying property
worth around Rs 10 lakh, and
another on the ground floor
of the nurses’ quarters build-
ing inside the Dr B Borooah
Cancer Institute (BBCI)
complex.
In the Jalukbari fire, the
deceased have been identi-
fied as Kaddus Ali (55), his
wife Kajali Begum (40), their
elder son Shafiqul Ali (23),
and their younger son, aged
around 12 years.
The family hailed from La-
khipur in Goalpara district
and had been living as ten-
ants in the compound along
with several other families
for the past few years. How-
ever, most of the families had
gone to their native places for
Eid and had not yet returned.
At the time of the incident,
only Ali’s family and one oth-
er family were present in the
compound.
According to an official of
the State Fire and Emer-
gency Services, the Jaluk-
bari fire broke out at around
2:35 am. Upon receiving the
information, fire tenders
were rushed to the spot
from various fire stations
across the city.
Although six fire tenders
responded to the incident,
only three could actively par-
ticipate in the firefighting
operation as the narrow ap-
proach road and vehicles
parked along the route pre-
vented the others from
reaching the site.
“Upon reaching the spot,
firefighters found an Assam-
type house comprising 11
rooms engulfed in flames.
The house, owned by Reha-
na Choudhury, had a GI-sheet
roof and walls made of brick
masonry and tin sheets,” the
official said.
“The firefighters faced con-
siderable difficulty manoeu-
vring the vehicles because of
the narrow approach road and
vehicles parked on both
sides,” the official added.
An eyewitness and resi-
dent of the compound said
Ali’s two sons were sleeping
in a separate room when the
fire broke out. Hearing their
cries, Ali and his wife rushed
to rescue them but were
trapped by the rapidly
spreading flames.
“It was devastating. We
could not do anything as the
intensity of the fire was ex-
tremely high,” the eyewit-
ness said.
Officials suspect that the
fire may have originated from
a nearby eatery. However,
the exact cause is yet to be
established, and an investiga-
tion has been launched.

total of 12 new members
were inducted into the As-
sam Council of Ministers
on Friday, marking the first
expansion of the second
Himanta Biswa Sarma-led
government.
Governor Lakshman Pras-
ad Acharya administered the
oath to the new ministers
during a ceremony held at the
Jyoti-Bishnu Antarjatik Kala
Mandir. With this, the
strength of the Council of
Ministers has gone up to 17.
The ministers sworn in
were Ashwini Ray Sarkar,
Ashok Singhal, Bimal Borah,
Biswajit Daimary, Jayanta
Mallabaruah, Kaushik Rai,
Keshab Mahanta, Krishnen-
du Paul, Nilima Devi, Pijush
Hazarika, Dr Ranoj Pegu, and
Sushanta Borgohain.
While Mahanta is from
AGP, the rest are all BJP
members. The portfolios of
the new ministers were not
announced till the time of fil-
ing of this report.

The swearing-in com-
menced with a rendition of
the full version of the na-
tional song, followed by the
national anthem and the
State anthem.
The ministers were called
in alphabetical order for tak-
ing oath. All the new minis-
ters took oath in the ‘name
of God’. Among the 12 new
inductees, 9 took the oath in
Assamese, while Borah took
his oath in Sanskrit, Rai in
Hindi, and Paul in Bengali.
This was the first expan-
sion of the Sarma-led Coun-
cil of Ministers that took
charge on May 12, following
the NDA’s massive victory
in the 2026 Assam Assem-
bly elections.
Sarkar, Daimary, Devi, and
Borgohain have become
ministers for the first time,
while the other eight had
served in the first Sarma-led
government.
Devi, representing Man-
galdoi LAC, became the sec-
ond woman representative
in the Cabinet, after Ajanta
Neog. She was also the only
first-term MLA to take oath
as a minister on Friday.
The new ministers are a
mix of fresh faces and veter-
ans and also represent vari-
ous ethnic and linguistic com-
munities as well as geo-
graphical regions of Assam.
Sarkar, a second-term
legislator from Golakganj
LAC, represents the Mus-
lim-dominated Dhubri dis-
trict of lower Assam. He
belongs to the Koch Raj-
bongshi community.

State Cabinet has approved
enhancement of dearness al-
lowance (DA) and dearness
relief (DR) from the existing
rate of 58 per cent to 60 per
cent for State government
employees, pensioners, fam-
ily pensioners, extraordinary
pensioners and compassion-
ate family pensioners. The
decision will benefit more
than eight lakh State govern-
ment employees and pen-
sioners.
The State Cabinet, which
met under the chairmanship
of Chief Minister Himanta
Biswa Sarma, approved the
proposal for declaration of the
‘Second State Capital Region
Area, Dibrugarh’, and the
constitution of the Second
State Capital Region Devel-
opment Authority-Dibru-
garh (SCRDA-D).
The region will cover an
area comprising a 20-km ra-
dius of the Dibrugarh Capital
Complex within Dibrugarh
State Cabinet clears

The SCRDA-D will be re-
sponsible for preparation of
regional and sectoral devel-
opment plans and identifying

Quack arrested
GUWAHATI, June 5: Police has arrested a quack for practising
medicine without recognised qualifications after allegedly violat-
ing bail conditions imposed by a court in connection with an ear-
lier case registered in 2022.
The accused, Suman Purkayastha alias Suman Bhowmik, was pre-
viously arrested in connection with Pragjyotishpur Police Station case
for allegedly practising as a medical practitioner without valid regis-
tration and using unrecognised qualifications. He was later granted
bail by the court of the SDJM (S), Kamrup (Metro) with conditions
including that he would not commit any offence similar to the one for
which he had been arrested. A complaint lodged by the Anti-Quack-
ery and Vigilance Cell of the Assam Council of Medical Registration
(ACMR) stated that Purkayastha was continuing his medical practice
from Prithibi Medicos near Rail Gate, Panikhati, despite not being
registered with either the ACMR or the Assam State Council of Indi-

Guwahati Smart City Limit-
